본 연구에서는 작년에 정부가 발표하고 시행에 들어간 「5·3 (건강보험) 약제비 적정화 방안」 중 사용량 및 상환정책에 관한 부분이 시행될 경우 각 이해당사자들에게 어떤 영향 및 효과를 가져 올 것인지에 대해 설문조사와 함께 분석하였다. 선별등재제도 및 가격-사용량 연동제도를 주요 내용으로 하는 사용량 및 상환 관련정책은 최근 타결된 한미 FTA와 더불어 의약품 시장의 각 이해당사자, 특히 제약산업에 심대한 영향을 미칠 것으로 추정되며 복제약 생산에 주력하는 국내 제약산업에 M&A 등 구조조정의 일대 전기를 마련해 줄 것으로 사료된다.

This Study analyzes the effects of the policy for the optimization of the pharmaceutical expenditures which was announced by Korean government May 3, 2006. We focus on the quantity and reimbursement policy which means the positive list system and the price-volume agreements. These policies might have significant impacts on each players in the economy, especially pharmaceutical industry such as the structural adjustment and M&A, etc.
