본 연구는 주로 외국사례에 근거하여 제시되는 스포츠클럽 시스템이 경기력 향상에 기여할 수 있도록 학교 운동부의 강점을 벤치마킹 할 필요가 있다는 문제제기에서 출발하여 정책적으로 고려되어야 할 시사점을 제공하는 것이 주요 목적이다. 이를 위해 학교운동부의 장점과 단점을 분석하여 분석틀을 구성한 다음 이를 토대로 지역스포츠클럽 육성 계획에서 보완하여야 할 정책내용을 제시하였다. 첫째, 육성주체의 측면에서 학교는 책임성과 공공성을 모두 확보하고 운동부 육성에 대하여 모든 책임을 지는 주체로서의 특성을 가지고 있다. 반면에 클럽은 그 실체가 여전히 구체적이지 못하고 책임성 등에서는 임의단체로서 한계를 가지는 것으로 나타나 공공성과 책무성을 강화할 수 있도록 (통합된) 체육회에서 등록제 실시 및 시설운영 지원 등 강화된 정책대안이 필요한 것으로 나타났다. 또한 지역의 클럽이 왜 청소년팀을 육성하도록 하기 위해서는 육성주체의 장을 지역사회 체육위원회의 임원으로 참여시키는 등 상향식 구조를 형성해갈 필요가 있는 것으로 나타났다. 둘째, 학교는 많은 학생을 보유하고 있으며 학교운동부는 이들 중에서 선수를 선발하는 구조를 가지고 있으나 지역클럽은 선수자원을 별도로 영입해야 하는 구조를 가지고 있다. 학교와 클럽간 연계를 강화할 수 있도록 (통합된)체육회가 클럽의 등록과 정보제공 등 매개역할을 하고 교육청, 보건소 등 지역단체의 협조를 이끌어내는 것이 필요하다. 셋째, 학교는 체육프로그램을 운영하면서 각 종목별로 소질이 뛰어난 학생을 선발할 수 있는 가능성이 높은 반면에 지역 클럽은 단일 종목형이 많아 다양성을 확보할 필요가 있는 것으로 나타났다. 다양한 클럽육성체계가 기능하도록 (통합된)체육회가 지원을 하되 ``일원화된 교육프로그램``의 개발 및 보급, 수준별 연령별 리그를 실시하는 것이 필요하다. 넷째, 학교는 헌신적인 지도자에게 승진가점을 부여하는 등 동기부여를 하고 있고 담당 코치도 고용하고 있다. 지역클럽은 유급 코치, 자원 봉사 코치 등을 두고 운영되나 이들의 동기 부여에 대한 대책이 미흡한 것으로 나타났다. 대학생자원봉사자, 병역특례제도를 활용한 선수 및 지도자, 시·군·구청팀 소속 선수 및 지도자를 우선적으로 클럽스포츠 육성에 활용해야 할 것이다. 다섯째, 학교는 보유하고 있는 많은 체육시설을 무료로 운동부가 활용하도록 하고 있다. 그러나 지역클럽은 시설을 확보하지 못하고 있고 성인 운동시간 확보에도 제한적인 경우가 많다. 클럽에 시설을 확보해줄 수 있는 대책이 미흡한 것으로 나타났다. 공공체육시설과 민간이용시설의 현황파악, 청소년육성 클럽에 시설사용 우선 지원 및 이용료 감면이 필요하다. 또한 시설의 질적 향상을 위한 리모델링이 필요하고 공공시설의 클럽에 대한 운영위탁의 시범사업추진이 필요하다.

The purpose of this study was to provide alternatives in policy development. For this, this study provided policies for developing regional sport club based on a framework after analyzing pros and cons of school athletic team. First, school as a main body to foster the club is characterized by full responsibility in athletic team with possessing responsibility and publicity. In turn, club is not still clear in realistic point of view and has limitation as a temporary group in responsibility. Therefore, there are enhanced policy alternatives needed to strengthen publicity and responsibility such as introduction of registration system and support for facility operation by sport council. Also, upward structure should be needed to foster youth sport club by participating the head of main body for the development of sport club in the member of regional sport council. Second, school has a system that can select athlete among students. In turn, regional club has a system that has to gain athlete independently. In order to strengthen the networking between school and club, sport council roles as a mediator which provides club registration and information provision and induces cooperation from regional groups such as office of education and health center. Third, it is appeared that school has an advantage to choice student who has a high athletic ability for any kind of sport activity. In turn, there is a need that regional club has to have diversity of sport club because it tends to have single type of sport activities. In order to fulfil function of the system for diverse sport club, sport council has to provide a support with development and provision of the integrated educational program, and introduction of a league based on level and age. Forth, school motivates contributed coaches by providing incentive for promotion and hires a professional coach. However, it is appeared that although regional club hires paid coach, and voluntary coach, there is a lack of system to motivate them. Therefore, voluntary university student, athletes and coaches who gain the exemption of military obligation, and athletes and coaches in municipal sport teams have to be used for fostering sport club. Fifth, school allows its athletic team to use the sport facilities for free. However, regional club do not possess facility and also has a limitation to use the facility for adult sport program. It indicates that there is a lack of system to secure facility for regional sport activity. Therefore, there are several alternatives needed such as search for current situation of the public and private sport facility, provision of priority for youth sport club in use of the facility, and reduction of fee. Also, re-modeling of the facility has to be implemented to enhance the quality of the facility and a case of example for the consignment operation of public sport facility is needed.
