본고는 제노포비아(Xenophobia) 현상의 발생 원인과 심화 요인을 영국, 프랑스 및 독일 3국의 비교를 통하여 연구하고 그 함의를 찾아본다. 제노포비아 현상은 기존의 서유럽에 고유한 현상으로서 인종주의와 다르다. 전지구적인 수준에서 ``이방인``에 대한 ``배제`` 현상으로 일반화하고 있는 제노포비아 현상의 이해와 그에 따른 대응책 모색 또한 인종주의와는 차별적이어야 하며, 연구방법도 새롭게 논의될 필요가 있다. 본고는 외국인노동력 이주사의 차이에 따른 제노포비아 현상의 차별성을 살펴본 뒤, 사회·경제적 요인, 법·제도적 요인, 그리고 정당체제(party system), 특히 극우정당의 영향과 정치·사회문화적 요인 등에 대해 비교 연구한다. 사회·경제적 요인은 제노포비아 현상 유발에 가장 직접적인 영향을 미치며, 법제도적 요인과 정치·사회문화적 요인은 심화 또는 약화시키는 요인으로 작용함을 확인할 수 있다. 경쟁적인 정당체제와 정치문화의 제노포비아 현상에의 영향은 매우 크다. 정당들이 제노포비아를 활성화시키거나 정치 의제화(agenda setting)하는데 매우 중요한 역할을 하며, 경쟁적 정당체제에서 사회민주주의 정당과 경쟁하는 보수정당에게 "최후의 보루로 신뢰할 만한 무기"로 여겨질 정도이다. 그러나 제노포비아를 ``정치적 무기``로 사용하는 것은 위험도 수반한다.

This article researches the conditions and causes for deepening xenophobic anger in Europe, by comparing Great Britain, France and the Germany. Xenophobia is different from racism which is specific to the western Europe. It describes different xenophobic phenomena which are looted in different histories of foreign labor power immigration, and researches the differences concerning to social-economic factors, the legal institutions, and the political party systems. The social economic factors have very important effects on the actual phenomenal differences and conditions, the legal and institutional factors and the politico-social cultural factors have dual effects, namely deepening or weakening xenophobia. The effects of competitive political party systems are very important. The political parties activate the xenophobic anger between the people (agenda setting), and the conservative political parties which competes with the social democracy parties regard xenophobia as "a last bulwark" or as a political weapon to ``conquer enemies``, but it accompanies risks too.
