본 논문은 6자회담의 다자주의 실천성 검증을 토대로 6자회담이 향후 다자안보협력기제로 발전하기 위해 필요한 요소가 무엇인지를 살펴본 것이다. 6자회담은 회담의 외형적 구도와 예방 외교적 기능을 제외하고는 다자주의가 필요로 하는 요소들과 그 실천성이 보이지 않는다. 또 그 본질에 있어서 북·미 상호간의 이기적 패러다임이 지배하고 있다. 미국은 세계전략의 일환에서 북한의 핵능력을 제거하기 위해 6자회담을 활용하는 것이고, 북한은 핵을 협상카드로 활용하여 체제보장 및 경제지원을 유도하기 위해 6자회담을 활용하고 있기 때문이다. 따라서 6자회담은 엄격한 의미의 다자주의라고 볼 수 없으며, 특히 다자주의 핵심요소인 포괄적 호혜성이 부족하다. 동시에 회담이 미국과 북한의 일방성에 의해 주도되고 있다는 점에서 6자회담은 관련국 상호간의 차별성이 존재하고 있다. 6자회담은 이처럼 다자주의 실천이 미약하다. 그러나 예방 외교적 기능과 함께 관련국 간의 협력가능성을 보여주고 있는 점에서 역내 다자안보 협력기제로의 발전가능성이 전혀 없다고는 볼 수 없다. 6자회담이 역내 다자안보 협력기제로 발전하기 위해서는 기본적으로 관련 국가간 상호 신뢰 관계가 구축되어야 할 것이며, 이를 토대로 다자주의가 필요로 하는 관련국간 비차별성과 포괄적 호혜성이 확보되어야 할 것이다.

This study, based on the verification of practicability of multilateralism through six-party talks, reviews what elements are required to turn this multi-party talks into future multilateral cooperative organization. Six-party talks doesn`t have any elements or practicability of multilateralism except its formal organization and preventive diplomatic function. Also egoistic paradigm between the U.S and North Korea is predominant in its nature. As one of the global strategy, Washington makes the most use of six-party talks to dismantle nuclear power of Pyongyang while Pyongyang makes full use of this multi-party talks in order to secure its system and attract economic aid using its nuclear program as negotiation card. Accordingly, six-party talks is not one of the multilateralism-based gathering and it is lack of comprehensive reciprocity, one of the core elements in multilateralism. At the same time, six-party talks reveals discrimination among the participants in the fact that this multi-party talks has been unilaterally led by either the U.S or North Korea. Six-party talks has been feeble in its practicability of multilateralism as mentioned above. However, it is not fair to conclude that this talks has no possibility to advance into cooperative organization for multilateral security in the region because it has shown the possibility of cooperation among the nations concerned along with preventive diplomacy. It is essential to build mutual confidence among the participants in order to turn into cooperative organization for multilateral security and from there on secure nondiscrimination and comprehensive reciprocity among the member countries, that`s what multilateralism requires.
