The purpose of this study is to examine the relationship between the local election and the policy-orientation of local government. Policy orientation means welfare orientation or community development orientation. For this purpose, this study analyzes the effects that local elections influence on the Economic Development Expenditure Ratio(EDER), the Social Development Expenditure Ratio(SDER), and the Social Security Expenditure Ratio(SSER) in metro-politan cities and provinces in Korea from 1996 till 2003. The results show that local elections influenced negative effects on SDER and SSER(anti-welfare orientation). But the results did not show that local elections positively resulted in community development orientation. Therefore this study suggests that anti-welfare orientation may not be considered as community development orientation. In provinces, local elections could bring about anti-welfare orientation, but In metro-politan cities they could not affect any policy orientation.
