EXPLORING A NEW CRITERIA-MAPPING METHOD ; THE EXTENDED FLOW-CHART REVIEW METHOD

Social service area has undergone a great deal of change in recent years. Its territory has expanded from mental health and gerontology to a wide spectrum of other service areas, and its locus of control has been transferred from the federal government to the individual service agency. Under the change, the individual service agency is expected to establish their own service criteria by using a criteria-mapping method. Up to this point, they have used several criteria-mapping methods for the purpose but failed to have appropriate service criteria. Their failure results mainly from the inappropriateness of the available methods. Since the available methods are designed to depend exclusively upon professionals, they can not reflect the opinions of staff and clients into service criteria. In this context, they often lead to inappropriate service criteria. As a solution of the problem residing in the available methods, scholars have suggested to use flow-chart review method developed in the industrial setting as a part of quality control(QC) activities. Despite its advantage, flow-chart review method has only a limited utility. This does so because the method is developed to be used in the industrial setting, not in the social service area. In order to establish proper service criteria in the social service area, flow-chart review method must be advanced somehow. The purpose of this paper is to improve flow-chart review method and propose the so-called extended flow-chart review method as an alternative.
