본 연구는 지방정부 복지서비스의 민간위탁 시스템을 과정론의 입장에서 분석한 것이다. 복지서비스의 분석 범위는 사회복지관 사업을 대상으로 하였다. 그리고 민간 위탁의 과정은 지방정부와 수탁자간의 관계가 발생하는 부분에 국한하여, 이를 경쟁 유치, 수탁자 선정, 계약서 작성, 지도·감독, 성과평가, 재계약의 여섯 단계로 구분하여, 일정한 변수를 토대로 분석하였다. 구체적인 사례는 주로 대구광역시를 중심으로 하였다. 분석의 결과, 현재 대구광역시의 경우에는 이론적 규범적으로 기대되는 민간위탁의 과정으로부터 상당히 유리되어 있었다. 이러한 현실은 다른 지방정부라고 해서별로 다를 바가 없을 것이다. 구체적으로, 경쟁유치 과정이 매우 소극적이고 예채적이었으며, 수탁자 선정과정의 투명성과 공정성도 부족하였다. 계약서는 구체성을 결여하여 지도·감독이나 성과평가의 과정에서 제대로 활용되기가 어려우며, 계약의 기본원칙인 상호신뢰와 호혜성의 원칙도 켜지지 않고 있다. 지도 ·감독은 형식적이고 통제 지향적인 경우가 많으며, 성과평가 역시 실효성이 별로 없었다. 무엇보다도 지도 ·감독이나 성과평가의 결과가 제대로 환류되지 못하고 있다. 재계약의 과정은 형식적으로 운영되고 있었다. 그런데 이러한 방식으로 운영되어서는 사회복지관 사업의 민간위탁이 본래 의도한목적을 달성하기 어렵다. 따라서 본 연구에서는 사회복지관 사업의 민간위탁 시스템의 전반적인 개선방안을 제시하였다. 물론, 이러한 것들 중에서는 당장 시행할 수 있는 것들도 있고, 장기적인 관점에서 고려해야할 것들도 있다.

This study is focusing on the contracting-out system of social welfare service, based on the perspective of process, in local government. The contracting-out process is composed of six stages including the induction of competition, the selection of a trustee, making out a contract, supervision, performance evaluation, and re-contracting. Materials for case study are mainly collected from Daegu Metropolitan City, through a document research and an interview method. However, the result of analysis, conducted by the analytical framework, is far from the desirable process of contracting-out system, which is expected theoretically and normatively. The process of attracting competition is very negative and closed, and the process of selecting trustees is deficient of equitability and transparency. The contract is not specified and reciprocal, and the supervision by local government is largely focusing on legal matters. Whereas a performance evaluation is ineffectively managed, the process of re-contracting is very ceremonial. The final mission of this study is to suggest the methods to improve the whole process of contracting-out system of local welfare service, in order to accomplish the intended goals of contracting-out.
