우리나라에서는 지방자치에 실시 이후 국가 차원에서 수립하는 각종 개발사업이 지역의 반발에 부딪쳐 매우 큰 어려움을 겪고 있으며, 지방 차원에서 수립하는 각종 개발사업은 중앙의 지원 및 현실성의 미비로 난항을 겪고 있는 실정이다. 이에 본 연구는 중앙정부와 지방정부간의 상호 협력적이며 상생적(win-win) 전략의 하나로 거버넌스(governance) 이론을 지역개발 분야에 접목해 보고자 한다. 이를 위해서 대표적인 국가주의적 모델이었던 프랑스가 지방자치제 실시 이후 거버넌스 체계가 어떻게 변화하였는가를 `계약계획(contract plan)` 제도를 통해 분석하였다. 이에 본 연구는 프랑스의 새로운 거버넌스 모형의 특성을 분석하기 위해서 지역 거버넌스의 분석틀을 마련하고, 이를 기초로 계획계약제도를 거버넌스 측면에서 분석하였다. 그리고 프랑스 계획계약제도의 지역 거버넌스적 특성 및 우리나라에의 시사점을 도출하였다.

This study aims to analyze the French Contract Plan by regional governance theory. This study aims also to present a cooperative regional development strategy in the era of decentralization. The study has three objectives. The first objective is to examine the effect of decentralization on the national plan and local plan. The second objective is to investigate implication of local governance and study contract plans in France. The third objective is to suggest an implemental model of the French Contract Plan in Korea. The example of intergovernmental cooperation between central government and local government suggest that the French model of a contract plan system can be used as a bench mark for Korea.
