18세기 산업혁명이후 급속히 추진되어 온 산업화와 도시화는 인류에게 물질적 풍요와 편리함을 제공하였으나, 다른 한편으로는 자원고갈과 생태계의 파괴를 야기하고 있다. 이에 80년대 중반부터 선진국을 중심으로 자원의 휴한성과 환경적 건전성을 고려한 새로운 경영 활동을 실천하면서 기업과 인류의 지속성을 확보하기 위한 다양한 노력이 기울여지고 있다. 이에 본 논문에서는 우리나라 산업계의 지속가능성을 확보할 수 있는 최선책으로 제안 되고 있는 `환경경영 및 청정생산`을 산업계에 효과적으로 전파하기 위한 적합한 수단으로 `친환경공급망관리(SEEM)`를 제시하였다. 특히 SCEM은 국내 산업계의 99.7% 이상을 차지하고 있는 중소기업의 환경경영 및 청정생산 이전확산에 효과적으로 활용될 수 있으며, 전·후방 기업간의 협력관계 구축을 동해 경쟁력 제고 효과까지 얻게 된 것으로 기대된다.

Over the last decade, the sustainability has become one of key agenda in private as well as public sector. To achieve this subject, many large-sized companies have introduced sustainable management or environmental management(EM) as a new business management paradigm. Small-arid medium-sited enterprises (SMEs), however, are far behind of this practice due to the lack of resources or expertise. This is the same situation in Korea. It is needed, therefore, to develop and implement an effective policy option on promoting environmental management in SMEs. In this regard, This paper mainly aims to introduce the program of supply chain environmental management (SCEM) in Korea. Key elements of the program include policy framework, driving forces, role of participants, performance evaluation, expected benefits, etc. The program was originally developed to promote environmental management or cleaner production in SMEs through utilizing the relationship between key player (large-sized companies) and suppliers(SMEs).
