The purpose of this study is to explore the tourism strategy development process by referring various strategy development literature and techniques. There are two major approaches: the industry structure analysis and resource based approach. Both approaches are used in developing strategies to maintain competitive adventages. Cost, differentiation, and focused approaches are basic strategy dimensions. Idea generation, strategy formation and selection are the steps to take to make strategic decisions. Strategies could be categorized as rearrangement, defence and growth strategies. Sometimes there is need to induce a tension by intentionally developing mis-fit of strategies, so that efforts to fit internal and environmental factors take aggressive approaches to achieve the strategic intent. Implementation needs further adjustment including cultural considerations.
