This article analyzes formation and development of North Korean local politics from 1950s when the state system was formed to 1990s when the state system crisis was started seriously. The local administration system was revised through the establishing processes of the party-state system during 1950s since the Korean War. specially, since the August Factional Struggle in 1956, the role of the local party had been increased through the central party`s intensive guidance process. In the first half of 1960s when the socialist revision was fulfilled, the "Operational System of Dae-an" and the new agricultural guidance system were established and the quality of worker`s organizations was begun to change. These changes strengthened the policy-guidance that the local party branch was responsible for implementing central party policies of administrative and economic affairs. However, as the monolithic ideology system was intensified in the second half of 1960s, the change of the local party activities from policy-guidance to control-mechanism had been started. Specially, since 1970s when the "Great Leader"(Suryong) System was established, the local party activities had focused on the strengthening of the central party`s control. In sum, the local politics of North Korea has been formed and changed from the strengthening of policy-guidance in institutionalizing party-state system to the intensifying control-mechanism for the "Great Leader"(Suryong) System and consolidating succession regime.
