전통적으로 경찰은 공공의 안녕과 질서유지 및 위험방지를 그 직무로 한다. 최근 한국에서 점증하고 있는 범죄문제는 경찰의 역할에 대한 중요성을 일깨우고 있다. 범죄로부터 안전한 공간의 확보는 경찰의 우선적인 직무가 아닐 수 없다. 따라서 각국 경찰들은 범죄를 효과적으로 예방, 통제하기 위한 갖가지 프로그램과 정책을 시행하고 있다. 같은 분단국가로서 통일과정을 거친 독일경찰의 경험은 이러한 관점에서 한국경찰에게 시사하는 바가 많다. 통합 이후 독일사회는 실업·범죄 및 환경문제에 심각하게 직면하고 있다. 특히 경찰입장에서는 국경개방 및 단일통화에 기반을 둔 유럽연합(EU)의 출범 등으로 증가하는 외국인범죄와 내국인범죄(외국인 적대행위, 극우집단의 준동 등) 및 테러위협으로부터 시민들을 안전하게 보호하는 일이 급선무가 되었다. 분권화된 독일경찰은 범죄통제의 효율성을 높이기 위하여 순찰근무 방식에서 경찰조직의 분권화, 경찰직무의 전문화, 지역사회 경찰활동에 이르기까지 다양한 전략을 수립하여 이를 시행하고 있다. 특히 범죄예방상담소의 운영, 안전파트너제도, 유급 자원경찰제도 등은 매우 시사성 있는 프로그램이 아닐 수 없다. 최근 급속도로 성장하고있는 민간경비산업은 민경협력의 필요성을 더욱 실감케 하고 있다.

Traditionally, the police conduct public laws, keep order maintenance, and prevent crime and danger from the society. It is very important mission of the police. Because of increasing crime problem recently in Korea, it makes us aware of the importance of the police role in crime fighting. To preserve the security from the public space-without fear of crime-for citizen is the primary duty of the police. Consequently most of the police agencies in all over the world try to prevent and control crimes effectively. So they have developed and adapted various programs for the purpose of these. From the viewpoint of crime control crime control and prevention policy, the German police who had experienced reunification process as the same divided nation after World War Ⅱ is able to give good ideas to the Korean police and to be a good model in the future. In this article, I try to introduce Germany`s experiences and their crime control strategies, and so on. After the reunification until now, German society faces with unemployed, crime problems, and environmental pollution. First of all, crime problem becomes more serious to the free-society. Especially from the standpoint of the police, owing to the European Union(EU) with border opening, German police have to resolve these new problems, for example, organized crime, extreme rightist actions against foreigners, currency falsification and terrorism, and so on. Protection citizen from these crimes and disturbances becomes more important and primary duty to German police. The decentralized and federalized German police try to promote the efficiency in crime control, especially in police task professionalization, decentralization of police organization, patrol service, community policing program, and so on. Consultation service office for crime prevention by officers, safety partner system between citizen and police, and the paid support volunteer are very interesting programs for the Korean police. Recently, rapid growth of the private security industry actually makes us realize the necessity of cooperation of police and citizen for more.
