The purpose of this article is to examine the functions of local council by the time-series analysis of its 1,640 questions on Gwangju Metro-city affairs during the last 11 years from 1991 to 2002. It employs the analysis of number, contents and characteristics of questions, verifies the differences of them by year and by the number of reelection, and the relationship between contents and characteristics of questions on the basis of assembly record. The result of analysis shows that the local council has been laying stress on the role of check and watch rather than policy agenda or problem-solving. The check and watch appears in giving the high attention on the area of practical and economic issues and interest concerned like urban planning or industry in the meanwhile poor one on quality of life or public interest. Furthermore, it does not support the general hypothesis which local council pays more and professional attention on various policy areas with the accumulation of time or experience. It suggests that more capacity of local council should be developed for policy agenda, problem-solving and responsiveness in accordance with the rapid change of local administration condition
