본 연구의 목적은 미국의 대표적 주민참여제도인 근린참여의 네 가지 유형과 태동과정을 분석하여 서로 다른 참여제도를 탄생시킨 중요한 요인을 검토하고 한국의 주민참여제도 설계를 위한 교훈을 얻는 것이다. 연구대상은 기존연구를 통해 근린참여가 효과적으로 진행된다고 입증된 미국 대도시 세인트폴, 포틀랜드, 시애틀 그리고 로스앤젤레스이다. 연구결과로 효과적인 참여제도가 형성되기 위해 지역공동체의 역량이 강해야하며 지역엘리트들 사이에 정치적 균형이 존재해야한다는 점이 맞혀졌다. 그러한 조건을 이루기 위해서 참여제도가 태동하는 과정에서 시장, 시의회 그리고 시민단체가 긴밀하게 협력해야 하고, 정부의 적극적 인센티브가 제공되어야 하며 그 지원은 구체적인 계획안에 의해 집행되어야 한다. 규범적으로 볼 때 주민참여제도는 정치체제의 효율화를 위한 수단이 아닌 주민들의 정치적 소양을 향상시키는 교육장으로 기능하도록 설계되어야 한다는 교훈을 얻을 수 있다.

This study attempts to identify which municipal characteristics lead to success in neighborhood participation by describing and comparing the cases of four American metropolitan cities: St. Paul, Portland, Seattle, and Los Angeles, Further, this study offers four lessons for the design of Korean community participation. By and large, qualitative analyses are employed, including searches of newspapers, organizational literature, other literature, and census data. Articles from the Los Angeles Times, the Seattle Times, organizational newsletters, informational pamphlets, and case studies are collected. The major findings of this study are that strong socio-political fundamentals are important in order to establish a constructive participation system. The political balance among local elites, the capacities of community organizations, community traditions of collaboration and compromise across communities and community organizations, and specific incentive systems for community participation are all found to be important. With this in mind, the Korean local government should take into account the lessons from these four finding and strengthen social capital as a way of enhancing participation. A shift in this direction may have the effect of increasing those feelings of participation and decentralization that will begin to lay the foundation for greater community collaboration by bringing politics into Korean community life.
