본 연구는 신규항로 개설 계획에 대한 화주의 태도 및 이용의사에 관한 실증적 연구이다. 구체적으로, 지금까지 정부는 동해항을 러시아 등 ‘대 북방 교두보’로 개발한다는 목표만 설정해 놓았을 뿐, 이용자의 의견 수렴 및 대 화주 시장조사 등의 구체적 실천준비가 부족했다. 본 연구에서는 이러한 필요성에 따라 화주의 이용의사 파악을 최우선 과제로 설정하고 이를 위해 러시아와 교역중인 150대 화주를 대상으로 동해항 대러시아 항로개설에 대한 화주의 태도 및 이용의사를 조사했다. 분석결과 동해항 한러항로 개설시 이용항만 전환의지에 있어서 화주들의 적극성이 크게 미흡했으며 특히 배후지와의 연계체제에 대해서는 매우 냉담한 것으로 나타났다.

Shippers` attitudes have been the subject of many studies in the shipping and logistics areas. Existing studies identified shippers` attitudes and satisfaction among shipping lines and ports. While providing useful insights into the variables affecting shippers` response, each of the previous literature focused on existing services, without examining shippers intentions in the new routes under consideration. The purpose of this research was to explore the shipper attitudes, intentions and their policy on newly planned shipping routes. Mail questionnaire responses from 80 companies were analyzed to assess the attitudes on new route development program between Port of Donghae and Russia. The general conclusion was that shippers intentions were more cautious than generally assumed. Route choice appears to be heavily influenced by past experience. inland transport, and the reputation of the ports. This research can be incorporated into an optimization plan for developing Port of Donghae, Korea-Russia routes, and so on.
