반세기 정도의 학문적인 역사를 가진 정책학이기 때문에 아직까지 정책학사의 연구는 초보적인 수준이다. 따라서 본 연구도 마찬가지의 수준이지만, 정책학의 학문체계를 정립하기 위한 하나의 작은 노력으로, 정책학이 체계적이고 과학적인 학문의 활동으로 등장하기 시작한 1950년대부터, 정책학의 기초적인 이론들이 크게 발달된 1970년대까지의 정책학의 발달내용을 정리하여 보았다. 그러나 현재의 정책학은 미국중심이면서, 또한 반세기 정도의 짧은 역사를 가진 학문이기 때문에, 정책학사를 학파나 또는 학맥 등으로 정리하기에 어려움이 있었다. 그래서 정책학을 체계적이고 학문적인 수준으로 구성시킨 Lasswell정책학을 중심으로 하면서, 동시에 정책학발달의 주체적인 활동인 정책운동으로 Lasswell 이외의 정책학자들의 정책연구를 정리하였다. 그리고 정책학의 대표적인 인접학문인 정치학, 경제학, 행정학 등에서의 정책학의 발달을 조명하여 보았다.

This paper introductory and even contentionally tried to put forth a research frame on the history of policy sciences, particularly in the founding era the 1950s to the 1970s, the period of expanding and evolving of policy theories and knowledge as a applied social sciences mainly in America and were grouped under the policy movement, as Harold Lasswellian policy science and other policy sciences literatures(Dror, Kecskemeti, Quade, Tribe, Reynolds, and Lazarsfeld). Also the policy sciences has been elaborated with the continuous interconnectedness to major social disciplines, mainly with political science, economics, and public administration and management. In addition, the origin of the policy sciences is a controversial issue both policy scientists and practitioners, but the scientific prime mover of the policy studies were dated to the publication of the policy sciences by Lasswell and Daniel Learner in 1951. The studies on the history of policy sciences have been primitive, thus there are no clear categorial points such as discipline-development period, policy science community, and policy schools. In near future, the history of policy sciences invites more critical and factual understanding from the policy scientists, not exclusively in American domain.
