시행 2년 6개월째로 접어들고 있는 자활지원사업에 대한 체계적이고 실증적인 연구의 부족은 자활사업 참여자(가구)의 특성을 이해하는데 필요한 자료의 부재라는 결과를 초래했다. 본 연구에서는, 이러한 자료 및 연구의 부재에 대한 인식을 바탕으로, 자활사업 참여자(가구)의 특성을 파악함과 동시에 이들의 경제적 어려움 정도에 영향을 미치는 요인을 실증적으로 규명 해보고자 시도하였다. 2002-2003년 말까지 2년간의 기간동안 계획된 4차례의 패널조사를 가운데 2002년 상반기에 완료된 1차년도 1차조사 자료를 분석한 결과, 첫째, 자활사업 참여자가구의 특성 가운데 경제활동을 하는 가구원의 유무, 사적이전소득 유무, 그리고 지역사회로부터의 지지정도가 자활사업에 참여하고 있는 참여자(가구)의 경제적 어려움의 정도에 결정적인 영향을 미치는 요인임을 발견할 수 있었고, 둘째, 자활지원사업에 참여하면서 가구의 총소득이 최저생계 유지를 위해 필요한 생계비에 미치는 못하는 `경제적 고위험집단(Financial High-Risk Group)`을 효과적으로 지원하기 위한 전략으로 자활사업 참여자에 대한 교육, 가족기능 증진을 위한 지원, 그리고 요보호 가구원을 가진 가구를 위한 지원이 시급하다는 사실을 알 수 있었다.

Understanding the characteristics of the households participating the Self-Support programs(55P) launched in 2000 is of imperative in that little has been known up to date due to the lack of empirical study on 55P In realizing this lack of knowledge, these researchers have collected panel data on the households in SSP by conducting a total of four survey researches for the period of 2002-2003. Using the data collected from the 1st wave survey completed in May, 2002, these authors empirically examine the characteristics of this group as well as those factors affecting their financial suffering, Data analyses show 1) that whether or not having at least one working family member, the availability of the source of private income transfer, and the level of support from the community are the major determinants of the level of the household`s financial suffering in 5SP, 2) that effective supporting strategies for those households that can be categorized into `Financial High-Risk Croup`, whose total household income falls short of the amount of expenditure for basic living even in SSP should include educating the 5SP participants, strengthening the level of family functioning, and providing the SSP participants with child-care services and social services for the elderly and people with chronic mental and physical problems, and 3) that for the government it is necessary to suspect in a serious manner the reasonableness of setting the goal of SSP as transforming SSPs into the Self-Sufficient Community. Some policy suggestions are made for the development of the Self-Support programs in the future.
