In principle, children should be cared in their own family by their parents. However, foster home care service, as an alternative, might be provided to those children who have no parents or relatives, whose parents are unable to care for their children of who have their own behavional or mental problems. Based upon Taiwanese model of foster home care, this study purposed to present program on systemization and actiavation of foster home care services for those children who lost family, children in residential care projects without experience of family life, and children from disorganized family, mainly to prevent them from entering institutions. In Korea, foster home care services have been implemented by the government as a pilot project in Inchon and Kwngju for twelev families respectively. However, main stream of our foster care services has been conducted by adoption agencies for the children in the process of oversea adoption. In a strict sense, our foster home care service, therefore, is on the beginning stage. In case of Taiwan, after two years of preparatory stage from 1977 to 1988, Taiwanese government committed Chinese Children`s Fund (CCF), one of the leading professional child welfare agencies, in Taiwan to implement the family foster care program. CCF has developed successfully foster home care program on a national scale through its 22 community welfare centers since 1982. Taiwanese government supports CCF with operational expenses and monthly foster care fees to foster families through CCF. In accordance with learnings from Taiwanese experiences, suggestions to develop our model for foster home care program are as follows: 1. Financial support from the government for child care fees to foster families and operational expenses to the committed agency are needed to develop and extend foster care services. 2. Legislative support such as licence of foster family, taxational benefit for foster family, medical and educational support to the foster care children should be provided. 3. Intervention of professional child welfare agency for selection of appropriate foster family, education of foster parents, counselling, and other professional services should be ensured. 4. Community participation and nation-wide PR on foster care program will be essential to recruit foster families as well as for better understanding of community people on such a new method of child care for the needy children.
