Culture is a fundamental evolutionary process. The development of the human mind through cultural learning is the crucial element in a survival strategy that favoured the evolution of those cultures best fitted to survive. So far, cultural analysis lies at the center of human sciences, but increasingly the concern of social sciences. A significant feature of cultural studies is its interdisciplinary character. The present cultural theory stresses the fact that a culture can evolve in different directions depending on its life conditions. Furthermore, the term `culture` is used by different writers in different senses. In this sense, it is possible that culture has no fixed meanings because the situations of cultural environment change. The origin of the term `culture` derives from Latin; it refers to the cultivation of the soil. It literally means to grow, to produce and, most significantly, to cultivate or improve the mind through learning. In these days, the concept has been developed as signifying practices. In this context, this study aims to propose managerial approach in cultural studies through analyzing the streams of cultural theories and their limits. In Particular, this study focuses the necessity of cultural management in the area of public administration. Using the concept of cultural management, it is desired that the management of cultural meaning should be recognized to develop cultural contents effectively.
