본 연구는 우리나라 사립대학 재정 운영합리화와 재원확보 방안을 모색하기 위하여 재정현황을 분석하고 개선방안을 제시하였다. 먼저 재정 운영합리화와 관련하여, 학생들의 등록금 수입이나 법인전입금 수입에만 의존하는 종래와 같은 경영방식으로는 오늘날 사립대학들이 처해 있는 경영상의 어려움을 벗어날 수 없다는 점을 인식해야 한다. 그 동안 우리나라 대학교육은 양적인 측면에서 괄목할 만한 성장을 이루어 왔다. 특히 고등교육에 대한 수요가 미국 다음으로 높다는 점에서, 잘 나타나고 있다. 하지만 질적으로는 교육과정 운영의 부실, 실험·실습기자재 절대 부족 및 노후화, 대학도서관 미비 등 교육여건은 크게 뒤떨어지고 있는 것이 사실이다. 대학교육의 부실은 결코 우연한 결과가 아니라 그동안 정부의 그릇된 교육정책과 대학 경영주체들의 즉흥적이고 우유부단한 대학 운영이 필연적인 결과라고 보아야 할 것이다. 이런 배경 하에, 사립대학들의 재정현황을 분석하고 그 운영상의 문제점을 지적하였으며, 사립대학 교육의 질적 향상을 위해 대학 스스로가 재정운영의 합리화를 위한 방안들을 실현가능하고 실제적인 측면에서 검토하였다.
In this thesis, I have investigated into current financial situation of the private universities in Korea and suggested how to rationalize their financial management and to secure their financial resources. In the first place, it should be clear that we cannot find a way out of current difficulties in financial management of private universities if we stick to the old management system which heavily depends on the income from student tuition and fees and meagre institutional transfer. There has been remarkable quantitative progress in college education of Korea, only next to the United States in the demand for higher education. Nevertheless, as a matter of fact, the educational conditions of Korea come far behind other developed countries in qualitative aspects, such as poor curriculum, absolute shortage and obsolescence of educational materials and facilities for scientific experiments and practice, and inadequate situation of libraries. Such inadequacy in the college education of Korea is not an accidental outcome, but an inevitable result from the improper educational policies of government as well as from the improvisatory and willy-nilly management of the college administrations. In this background, I tried to analyze current financial situation of the private universities and to point out the problems in their management. And I suggested feasible and practical schemes for the private universities on their own to obtain financial resources for their qualitative improvement.
