지방자치의 정치적 성격이나 대의제 하에서의 책임정치 실현을 위하여 기초단체장의 정당공천은 그 필요성이 인정된다. 그러나 지역주의 선거환경 속에서 현실은 정당간 경쟁이 약화되고 지방정부의 자율성이 제약되는 문제를 보여주고 있다. 본 논문은 기초단체장선거에서의 지역주의 투표행태를 경험적으로 분석한 후, 지역 정치지도자에게 미친 정당공천의 영향과 지방정치의 한계를 논의하였다. 분석결과, 지역주의에 따른 정당공천의 과도한 영향으로 중앙선거와 지방선거의 차별성이 적게 나타날 뿐 아니라, 현직효과에도 불구하고 지역주의 정당의 공천 영향이 매우 큰 것을 발견할 수 있었다. 결론적으로 지역주의 선거환경에서 지방정치가 활성화되기 위해서는 당내 민주화와 정당공천의 개혁이 요구된다.

Concerning the political aspects of local autonomy and the importance of responsible party politics in representative democracies, political parties should also be allowed to take part in local elections. In reality, however, because of th strong regionalism entrenched in Korean politics, party nominations for local elections have the problem of weakening inter-party competition as well as weakening local independence from national politics. This study analyzes the effect of regionalism on mayoral elections and discusses the impact of party nomination on local party leaders. The analysis shows the overwhelming influence of party nomination on local elections, which makes little difference between the national and local electoral outcomes. It concludes that given entrenched regionalism, for the sake of developing local politics, the issue should be approached through the democratization of party organizations and the party nomination process.
