외환위기 이후 많은 사람들이 `모럴 해저드`(道德的 解弛) 현상을 지적해 왔으나 그 대부분이 이 용어를 잘못 사용하고 있는 것으로 분석된다. 특히, 경제학자나 경제관료 등 경제전문가의 오류도 적지 않으며, 그 오류를 지적하는 전문가조차 오류를 내포하고 있는 설정이다. 이러한 몰이해는 국내적으로 경제상황의 진단과 정책처방에서 혼란을 야기하며, 국제적으로 심각한 의사소통 장애를 초래할 수 있다. 본고는 보험업계 전문 용어로서의 "모럴 해저드"의 원래 의미와 경제학에서의 그 의미의 확장 및 변천 과정을 고찰하고, 간단한 경제모형을 통해 그 발생조건과 효과 등을 고찰함으로써 그 의미를 명료하게 설명한다. 그리고 이 개념에 입각하여 한국 언론 및 사전들의 誤用 事例를 분석한다.

"Moral hazard" has been pointed out as one of the main caused of Korean economic crisis in 1997. However, the term has often been used inappropriately in Korea to imply "immoral behavior". It is surprising to find that some of well-known economists and high-ranking public officials in economic profession make the same errors, and even more surprising to find that some do so when warning against wrong uses of the term. Misunderstanding of this term may lead to a serious confusion in the diagnosis of economic problem and in the discussion of economic policy, and communications problems in international relationships. The causes of such a misconception are not clear. One may note that the term is inappropriately translated into Korean as "slackened morality." The paper makes clear the meaning of "moral hazard." First, it traces the historical process by which its meaning has changed from a jargon in insurance industry to the current version in economics. Second, a simple model of moral hazard is added to show its causes and effects. Third, it shows empirical evidences of the misuses of the term by Korean news papers and dictionaries.
