본고는 개발독재기라 부를 수 있는 1960년대 초부터 1980년대 중반까지의 시기에 한국경제에서 작동했던 개발독재 발전양식의 작동방식과 논리의 규명을 목적으로 한다. 이를 위해 특히 발전국가론의 논의들을 바탕으로 하면서 조절론적 접근이 두 개의 핵심 개념인 축적체제와 조절양식을 차용하여 개발독대 발전양식의 작동에 관한 총체적 해명을 시도한다. 먼저, 장기적으로 안정적인 성장과 경제구조의 고도화를 가능케 한 거시적 성장 메커니즘으로 정의되는 축적체제는 차입·수출경제기반 축적체제로 파악된다. 다음, 축적체제의 원활한 작동을 보장하는 미시적 행동규범과 사회적 조절절차들의 총체로 정의되는 조절양식은 개발독재적 조절양식으로 규정되며, 이는 국가조절의 극단적 형태로서 발전국가의 전형으로 제시된다. 본고는 특히 차입·수출경제기반 축적체제와 개발독재적 조절양식을 형성한 다양한 요소들간의 논리적 및 실제적 연관과 이들의 상호정합성을 밝히는 데 초점을 두며 따라서 이 발전양식의 위기에 관한 분석은 사상된다.

The aim of this paper is to clarify how the mode of development characterized by developmentalist dictatorship functioned during the period from early 1960s to mid 1980s in Korea. For this purpose, we try to present a comprehensive interpretation of this mode of development by using two major regulationist terms, accumulation regime and mode of regulation, and by being based on discussions already made, especially under developmentalist State approach. On the one hand, the accumulation regime, defined here as a macro-economic mechanism of growth ensuring both an long-term stable growth and meaningful structural changes, is materialized as borrowing-exporting economy-based one. On the other hand, the mode of regulation, considered here as an ensemble of micro-economic behavioral norms and social procedures ensuring exact functioning of mode of accumulation, is characterized as on of developmentalist dictatorship that we can consider as an extreme form of developmentalist State or State regulation. Our main preoccupation is to demonstrate the way of articulation between diverse elements of macroeconomic mechanism of growth and those of governmental procedures of regulation, by taking particular attention on their logical and practical coherence. It is therefore natural not to find here an analysis on contradictions of this mode of development and its eventual crisis.
