Efficiency is generally defined as `a ratio between input and output`, and there are many statistical methods that have been developed in order to measure efficiency. Among those methods, this study uses the stochastic frontier model which estimates maximum possible production. This study could find the applicability of the stochastic frontier model to the relative efficiency measurement of local government services. And also this study further showed the possibility of utilizing the stochastic frontier model to measure and evaluate the relative efficiency of other local governments services.
