본 연구는 청소년지도 활동을 보다 전문화하기 위한 일련의 노력 가운데 하나로 프로그램 평가를 위한 모형을 개발하는데 목적이 있다. 청소년지도 활동은 프로그램에 의해 수행되는 체계적이고 조직적인 활동이다. 그러나, 프로그램 수행 과정과 이후의 평가활동을 위한 체계적인 안내가 부족함으로 인하여 프로그램의 질적인 개선은 물론 청소년수련기관의 청소년지도 활동에 대한 신뢰성 마저 크게 위협받고 있는 것이 사실이다. 본 연구에서는 먼저, 청소년지도의 기본 원리와 수련기관의 현실적 여건 등을 분석하고, 기존의 다양한 평가모형들을 탐색하여 잠정적인 프로그램 평가모형을 개발하였다. 그리고 청소년지도사 및 청소년을 대상으로 기초조사를 실시함과 동시에 잠정적 평가모형의 적절성을 판단하도록 한 후, 그 결과를 바탕으로 청소년지도 프로그램 개발과정을 보조하고 프로그램 자체의 가치를 판단하는데 초점을 둔 새로운 평가모형을 개발하였다. 본 연구에서 개발된 프로그램 평가모형은 청소년지도 프로그램 개발과정과 연계되어서 프로그램 자체의 가치를 판단하는데 초점을 두고 있으며, 지도활동의 단계에 따라 체계적인 평가활동이 이루어지도록 설계되었다. 그러나 본 평가모형은 청소년지도 현장에서의 실제 적용과 현장 검증을 통하여 더욱 현실감 있게 다듬어지고 정교화 되어야 할 것이다.

The purpose of this study is to develop the evaluation model of training programs with adolescents. The evaluation models should be helpful to design and development the programs, to judge the value of programs. The proceduals of this study were as follows. First, the value of the program evaluation and the eudcational situation of the training agents were analysised with a systematic approach. Second, the tentative evaluation model was developed to exploration on the various evaluation models. These processes were reported by this author(1998) in the prior research. Third, the prior survey of the field and the judgement to an tentative model were performanced. Forth, the evaluation model of the training program was developed, which focused to judge the value of the programs and to development the programs. A specific characteristics of the evaluation model developed by these proceduals were as follows. First, it is focused on evaluating the process of program. Second, it is focused on the decision whether to execution or not the program. Third, it is focused on evaluating a attitudes and a motivation of the adolescents in practice of program. Fourth, it is focused on improving the quality of program. But, as this model be received approval in the field, the validation and the utility of model will be guaranted.
