Continuous trade liberalization in the service sector will be discussed in the new round of multilateral trade negotiations, which are supposed to be launched by WTO in November 1999. Main issues that will be discussed in this area are summarized as follows. First, the service sectors, which nations were not able to agree to liberalize in the Uruguay Round, will be re-considered. Second, the efforts to narrow the gap of the level of liberalization in the service sectors between developing countries and developed countries will be devoted. Third, comprehensive coverage and radical liberalization ways such as `formula method` will be adopted. Fourth, nations will concentrate on refining GATS rules such as safeguards, subsidies, government procurement. Fifth, electronic commerce will also be considered. Korea, first of all, must consider the whole benefits and costs in the new round, when setting up its strategies on the negotiations of service sector. Korea should maintain `market-opening-oriented` positions in its service negotiations. As to the rule making, Korea must pay attention in alleviating unexpected harms that might result from its `market-opening-oriented` positions.
