Due to its `informating effects`, the information and communication technologies have positive organizational complementary relationships with high skilled professional jobs. Growing Demand for the IT sectors will ensure a lot of high skilled jobs. Then, the labor market for IT high-skill jobs is very flexible and now becoming kind of a spot market. Market-driven labor market could cause `market failure` of skill supply. The policy response to the market failure would be to create social cooperation system of education and training system. The merit of individual-based training system over the firm-based or state-driven training should be also emphasized.
