This paper studies the methods of the performance evaluation system(PES) of local civil services early periods of the Chosun dynasty. The purpose of this article is to inquire into the behavior, methods of rating standards of local civil services of the dynasty. In this article, the authors showed the general problems of the Chosun local civil services` performance evaluation system of Po-Peum that is the agency of personnel management. From the perspective of today`s performance evaluation system, the Po-Peum had insufficient aspects of undefined rating standard, lack of credibility, unopenness of evaluation result, appraisal by a single person, error of leniency and intentional misuse of the performance appraisal.
