Local public Enterprises in Korea face a common urgent challenge which requires a responsible business style management system and must be insured autonomy in producing maximum likely effects and outcomes for producing services to residents. Bur the present management situation of local public enterprises proves to be inadequate for autonomous accountability management system. For improving autonomy and accountability, apart from direct bureaucratic control of central and local government executives, it is required to strengthen the evaluation and feedback system, to change the acts of central government as a supporter and a coordinator, to reform the personnel system, in other words, to appoint nor an ex-public servants but an civilian expert to the office of manager, and to institute the legal control of local councils.
