The purpose of this study was to develop vocational education programs for early-retirees. This study was carried out by review of literature, interviewing with early-retirees, and consultation with experts. In this study, (1) the concept of early-retirees was defined, (2) the vocational and educational needs of early-retirees was analyzed, (3) the domestic and foreign vocational education programs for the retirees was investigated, and (4) the model of the vocational programs was suggested. Based on the model, the vocational education programs were developed. The programs was classified into 3 categories: second life plan, establishment of businesses, reemployment. The second life plan category consists of 27 programs, the establishment of businesses is composed of 3 programs and 262 types of business, and the re-employment is made up of 54 programs. The each program includes introduction, educational objective, target, period, and content etc. The manual for users was also presented to utilize efficiently the developed programs.
