This paper is divided into two main parts: the first part analyzes the actual conditions of the intergovernmental relationships between the metropolitan city and the self-governing districts in Daejon metropolis; and the second part suggests some recommendations for the future desirable intergovernmental relationships between the metropolitan city and the self-governing districts. The firs part begins with the investigation into the functional allocation status quo, financial relations, conflict cases, and public servants` perceptions about the various aspects of relations between the metropolitan city and the self-governing districts in Daejon metropolis. The above analysis of these realities leads to some reform recommendations in the second part. They comprise maintaining the current two-tier governmental system and strengthening the autonomy rights of both the metropolitan city and the self-governing districts in the context of the existing hyper-centralized intergovermmental relationships` reallocating the governmental functions between the metropolitan city and the self-governing districts based on the principle of functional specialization; guaranteeing the maxiumum effctive participation of both the metropolitan city and the self-governing the maximum effective participation of both the metropolitan city and the self-governing districts in the decision-making process concerning the reallocation of governmental function; recompensing fully the accrued expenses corresponding to the intergovernmental delegation and devolution of function`; and creating a `Metropolitan City/Self-Governing Distrcts Administrative Committee` that will operate on a regular and institutionalized basis for effective policy adjustment and conflict-resolution.
