the purpose of this study is to examine features and performances of local councils at the upper-tier governments established in 1995. In comparison with local councils established in 1991, presumably, local councils established in 1995 have been granted with favorable circumstances for carrying out their functions due to amendments of Local government Law. Generally speaking, legislative activities of local councils established in 1995 have been deveoped quantitatively and qualitatively. The length of sessions were expanded by 20 days, members of local councils were increased due to adoption of proportional representation, and legislative allowances had been increased by 100%. In regard to the total number of local laws and resolutions, etc. which had been passed by local councils established in 1995 are increased by 234% in comparison with those of local councils in 1991. In particular, according to the features of local councils in terms of partisanship, local councils which are characterized by high competitive partisanship were more productive. Despite of developments of local councils at the upper-tier local government, several aspects of local councils are suggest to be ameliorated. First of all, partisan structure of local councils ought to be ameliorated. Six local councils, including Takeful, Cholera Nam-do Cholera Pak-do, Hwang-au, Susan councils are turned to be one-party dominanrt. Second the level of professional expertise should be sued as a criterion for recruiting profession sttaff rather than political ties for the purpose of improving the legislative capability of local councils. Finally, this study shows that the spirit of local council members had been low even if Local Autonomy Act provided a increased level of allowances. In order to deal with the problems citizens` attentions and concerns with development of local autonomy are high required.
