This paper is aimed at diagnosing public officials` consciousness of local government, and at exploring new model of public officials` role enabling them to initiate local development in a period of local autonomy. Based on the analysis of Andog City case study, this study suggests some recommendations for restructuring current local officials` consciousness. Main suggestions can be summarized as follows: broadly, it is strongly required that local government officials be equipped with the historical view which fits with the period of local autonomy, since what local government officials think, and how they would solve local problems facing them could be a curial determinant affecting the success or failure of local development. More specifically, the following suggestions can be made. Firstly, the improvements of operatioal environment for public official should be preceded. Second, training programs for public offcials should be ameliorated and strengthened in the direction of placing an emphasis on the consciousness change and the competence elevation. Third, the system of clien-oriented administration should be more fully understood to local public officials and embedded into their ways of thinking and doing. Fourth, adminstrative climate in which local public offcials are internally satisfied with their tasks should be set up. fifth, environments underlying public sector should be in a position where public officials are able to work with a felling of being encouraged, and the collaboration network between public offcials and citizen should be institutionalized. In addition, the principle of competition in local public administration can also be taken into consideration in building a framework for improving the society of public officials.
