There are the Pusan Metropolitan City Government (PMCG) as the upper-tier local governments under Metropolitan City. On the basis of analyses regarding the PMCG various conflicts and frictions between the PMCG and self-governing boroughs have taken place since July, 1995 when the city mayor, presidents of self-governing boroughs and members of the Pusan Metropolitan city Council (PMCC) and borough councils were popularly elected. Elected chief executives, in particular presidents of self-governing boroughs, have functions as a changing political environment where different patterns of political and administrative actions have taken place between the PMCG and its boroughs. Different patterns of political and administrative actions between the PMCG and self-governing boroughs have been characterized by the conflicts between them in various policy domains, including regulatory policies in relation to the basis order and enforcement, a personnel policy, evaluation policy of the boroughs by the PMCG, development policies related to basic but unpopular facilities like waste storage, local revenure-related policies, the waste collection policy, etc. It is not easy to develop devices and institutions by which conflicts mentioned above are supposed to be handled. Depending upon the types of conflicts different devices, including special local governments which may be created between conflicting local governments, delegation of administrative matters, administrative councils, accommodation by the upper-governments, etc. can be suggested. Among other things this study suggest that the upper-tier local government respect the views and perspectives of lower-tier governments without tending to force them to observe directives issued by the upper-tier government which used to be precedents. In addition, fiscal power and political devolution should be strengtherned in the near future to vitalize self-governing boroughs.
