Local autonomy system refers to the institution to treat autonomously the local politics and administration by local residents. We should resettle the role of local government to social welfare with execution of local autonomy. The purpose of this study is reestablishment for the social welfare functions of local government. Therefore in order to accomplish this study, We described the concept of social welfare, the subject of social welfare. And the social welfare function of local government described in detail. This study analyzed the role of social welfare to local government by legal-institutional perspectives and financial perspectives.
