An Empirical Study on the Corruption and Inertia of Public Employees : Attitudes Comparison between Citizen and Public Employees in Taegu City

The corruption and inertia of public employees as a problem of administrative ethic have always become a focal political and social point whenever transforming political regime. In all cases, new political regimes have shown the willingness of removing former regime`s corruption and inertia in order to acquire their regime`s legitimacy. The Kim`s regime is not exception from it and raised anti-corruption and inertia measures as one of top policy priorities. In this politico~administrative context, this study raised following three major questions about corruption and inertia of Kim`s regime. First, what is the degree of honesty and active attitude toward works by public employees, and how is Kim`s regime`s performance of anticorruption measures recognized? Second, what are causes of corruption and inertia? Third, what are anticorruption and inertia measures? In order to answer these questions, this study employed telephone interview method by citizen and public employees in Taegu Metropolitan City. The results showed considerable differences between citizen and public employees.
