This study was an empirical analysis of local councilmen`s conflictive factors with their work. The research problem to be investigated in this study was "What were the major determining factors which affected on conflict with their activities as councilmen and what were the most important factors that influenced the attitudes of councilmen in their activities?" In order to analyze the degree of councilmen`s conflict with their works, several hypothesis were developed by a factor analysis and conflict model. Results of this analysis were accepted in hypothesis I by ANOVA and 2, 4 and 6 by multiple regression and path analysis. But hypothesis 3 and 5 were rejected.(p<0.05)
