Since WTO was organized in 1995, international society has been rapidly changing into open-door system and limitless competition situation. In this globaly changing environment, Korean government both central and local government, is confronted with various difficulties in economic and foreign plolicies. To cope with these difficulties and golobalization waves, government should prepare it`s future policies and new management plans. In this regard, to enhance and promote government ability is indispensable. This study, in this context, is to examin the self-governning ability and to search for the strategic alternatives on globalization of local governments in Korea. In chapter Ⅱ, the causes and effects on changing environment are examined, and self-governnig abilities of local governments are analyzed in chapter Ⅲ. In accordance with the results of these two chapters, the ways to promote self-governing ability and strategic alternatives on globalization are searched in chapter Ⅳ. The results of this study can be summarized in two categories as following. 1. The level of self-governning ability in local government is still very low. Various kind of laws and regulations of central government are sternly controling all the local governments. 2. To promote their self-governning ability and international roles, local governments should reform their organizations and prepare globalization strategies. Following arrangements are recommended as globalization strategies. In structual demension, the goals and development plans of local government should be changed into international and open-door system. And their roles have to be rebuild, their organizations and bureaucracy should be reformed, and financial capacity also be strenthend. In functional demension, they should examin international market trend and movements, innovate management techniques and develope global information networks and expansion communication systems. In addition to these arrangements social infra-structure such as international airport and harbor should be constructed and international organizations, international conventions and various kind of international events can be brought into their community
