This research aims to explain policy processes pertaining to the garbage disposal of the Puchon City, particularly relationships between the local government, contracted enterprises to dispose garbage, and citizens` organizations engaged in recycling activities. All actors concerned, namely, administration, citizens, city assembly, junk dealers, contracted enterprises should work together in cooperation in order to successfully dispose garbage and recycling. One of the most important finding in Puchon City`s garbage disposal and recycling is the citizens` initiative in formulating policies pertaining to garbage disposal and recycling, which is sharply contrasted by the policies of the Shiheung City. In Puchon City citizens` movement effected city assembly and administration to change policies of garbage disposal. It is also found in this research that recycling activities should not depend on market mechanism, because the recycled goods are originally discharged from the market circulation, and cannot compete in market. The market mechanism may function as a lever in collecting resources from garbage, but it may also function to break down the recycling activities. In disposing garbage and recycling, non-market motivations of public sector and citizen should be taken as a central principle.
