This study is dealing with the question of expertise among the problems which are presented in operating local councils, and expecially focusing on the expertise of committees. The reason is that the expertise of local councils is mostly affected by that of council committees in the situation with priority given to committees. The experitise of council committees can be divided into that of organization, committee members, and committee administration. This research, in first, reviews the theoretical perspectives on the expertise problems, and secondly analyzes the reality through empirical research focusing on Seoul Metropolitan Council. The results of empirical analysis show that the expertise of committees is very low, for the most part, even with some variations in the research subjects, and that the assertion of councillors usually emphasizing expertise is misrepresented. Also this study proposes the policy alternatives for solving the problems and improving committees` expertise, based on both theoretical reviews and empirical research.
