Recently, Government Functions have been increased quantitatively and changed qualitatively. Government which financial resources and manpower have been limited can provide services efficiently through proper functional distribution between central and local governments by objective criteria. Under these problem perception, The purpose of this study is to furnish foundation of legal-institutional improvement for desirable distribution-of functions through critical analysis on current functional distribution between central and local governments. By these analysis, It shoud be realized that reviewed distribution method of functions, rearranged functional classification, formulated principle and criteria of functional distribution, rearranged role of wide-area local authority. Conclusively, I would propose that enact law on functional distribution between central and local governments to secure effectiveness of functional distribution between central and local governments.
