본 연구에서는 경제성장을 제고하기 위한 구조개혁조치들이 소득불평등에 미치는 영향을 국가패널자료를 이용하여 실증분석하였다. 또한 구조개혁조치들이 경제성장에 미치는 영향이 소득불평등의 정도에 따라 달라지는 지도 점검하였다. 오차수정모형의 추정결과는 사업자유도 제고가 소득불평등을 악화시키는 한편 직업훈련에 대한 공공지출은 소득 불평등을 개선하는 효과가 있는 것으로 나타났다. 한편 경쟁법 효율성과 고등교육 진학률 제고 모두 생산성 향상에 도움이 되는데, 이러한 효과가 소득불평등이 높은 경우에 더 크게 나타났다. 이러한 추정결과들은 최근 소득불평등에 대한 사회적 관심이 커지고 있는 상황에서 경제성장을 지속하기 위해 구조개혁을 시행해야 하는 우리나라의 경우, 각종 구조개혁조치가 소득불평등에 미치는 영향을 파악하여 경제성장과 소득분배 개선에 모두 긍정적인 영향을 미치는 구조개혁조치들을 우선적으로 추진하는 한편, 특정 구조개혁조치가 소득불평등을 악화시킬 것으로 예상되는 경우에는 소득분배에 미치는 부정적 영향을 완화시킬 보완책을 병행하여야 원활한 구조개혁이 가능함을 시사한다.

This study analyzes the effect of structrual reforms on income inequality using country panel data. It is also examined by a threshold regression whether the effect of structural reform on economic growth varies according to how serious income inequality. It turns out that raising ‘freedom of business’ causes more unequal income distribution while increasing ‘public spending for job training’ improves income inequality. The more severe income inequality a country has, the larger effect on economic growth ‘efficiency of competition legislation’ and ‘enrollment to tertiary education’ bring. These empirical findings suggest that Korean government needs to examine the effect of each structural reform measure on income inequality to proceed structural reforms successfully which are essential for sustainable economic growth.
