기존의 로마字 表記法에 대한 논의는 로마자 표기법이 어떻게 韓國語의 發音을 充實하게 再現하느냐에 관심을 많이 쏟았다. 그러나 한국어 발음을 재현하는 것은 로마자 자체의 문제라기보다는 韓國語 固有名詞의 發音에 대한 외국어 화자의 知識에 더 많이 의존하게 된다. 이 점은 어떤 로마자 표기법을 제정하느냐 하는 점보다는 어떻게 우리의 로마자 표기가 읽히기를 기대하고 또 이를 가능하게 하느냐 하는 데 논의의 초점을 맞추어야 한다는 쪽으로 논의의 방향을 바꾸게 한다. 그것은 바로 政策의 樹立이 아니라 執行이 關心의 對象이 되어야 한다는 것을 의미한다. 지금까지의 政府의 普及 努力은 미흡하다고 할 수밖에 없다. 國內에 普及하는 것은 물론 더 나아가 로마字 表記法이 제대로 역할을 하기 위해서는 이 規範과 韓國語의 發音 情報를 제대로 알리는 것이 必要하다. 表記의 主體는 대부분 韓國語 話者가 되지만 表記의 解讀은 外國語 話者가 하기 때문이다.

This paper aims at reflecting the previous arguments on Korean romanization. Many various arguments have concerned concrete problems about process of romanization. However the Korean romanization is not so simple. Although we can develope the best romanization system of korean, foreigners cannot pronounce Korean words written by roman alphabets like we do. Since Some phonemes of Korean does not exit in many foreign languages, foreigners cannot pronounce those phonemes. The Korean romanization may be needed when foreigners must write Korean proper nouns in their languages. Of course they can develope their own romanization system of Korean. However we have to develope our romanization system of Korean if we want to introduce every thing about Korea in foreign languages with roman alphabets. This is the reason why we need a romanization system of Korean. We have tried to develop a good romanization system of Korean but there are still a lot of arguments about it. Many scholars insist that their systems are better than other's system. But we cannot have the ideal romanization system of Korean because Korean phonology is different from those of foreign languages. For example, ‘i', one of Korean vowels cannot be pronounced by foreigners who do not have knowledge about Korean phonology however it is symbolized by any roman alphabets. Therefore we had better concern the way how we should introduce the romanization system of Korean to foreigners. We have to teach to them the pronunciation of Korean proper names. If so, they understand the pronunciation of the Korean romanization however we write Korean proper names with roman alphabets.
