The purpose of this study is to suggest the ways to improve the employment system for the Police Assigned for Special Guard considering their publicness and specificity. For this purpose, this study analyzes legal and institutional management practices of the recruitment system for Police Assigned for Special Guard and the actual cases of deployment organizations and proposes the revised bill of the related laws and regulations for Police Assigned for Special Guard System.
In recruitment of police assigned for special guard, it is necessary to regulate clearly recruitment methods and procedures reflecting the publicness and specificity of their job, unlike general security guards. Recruitment methods and procedures should be established to verify that they have the competence and professionalism to carry out exercises similar to civil servants, the physical fitness and job suitability for the use of weapons and gear, and physical strength.
In order to guarantee the objectivity and fairness of the recruitment procedures that are carried out differently according to the affiliated organization, it is necessary to stipulate the recruitment procedure and method in the Related Laws and Regulations for Police Assigned for Special Guard System.
