경찰청은 지난 20여 년간 한국의 대중문화를 전 세계로 확산 시켰던 `한류(韓流)열풍`에 편승하여 외국과의 치안협력 네트워크 구축을 목표로 한국치안의 우수한 콘텐츠를 외국정부와 경찰관에게 전수하는 이른바 `치안한류`사업을 시행하였다. 그러나 치안한류 개념은 자칫 일방적으로 한국치안을 타국에 주입시킨다는 오해와 불신을 일으킬 수 있는 한계가 발생할 수 있다. 이에 본 연구는 치안한류의 현황과 문제점을 분석하여 한국형 치안시스템이 외국정부는 물론 국민들로부터 인정받고 호감 가는 매개변수로 작용할 수 있는 방안으로 공공외교의 개념을 적용한 치안공공외교라는 새로운 주제를 모색하게 되었다. 이를 위해 우선 한국 사회에서 가지고 있는 치안의 의미가 무엇인지 살펴보고, 과연 한국치안이 공공외교영역에 포함될 수 있는지에 대해 분석하였고, 이제는 치안한류라는 일방향적 전파방식을 활용하는 것보다는 공공외교적 사고와 정보를 이용하여 쌍방향적 공감을 형성할수 있는 치안공공외교로의 패러다임 전환의 필요성을 강조하였다.

The Korean National Police Agency implemented the so-called `K-Police wave` project aimed at introducing the country`s security contents abroad to establish a network of security cooperation with foreign countries, by going along with the `Korean Wave,` which has spread over the past 20 years to spread the Korean pop culture throughout the world. However, the concept of K-Police wave has possibility to generate misunderstandings such as unilateral injection of Korean security system into another country. The study, by analyzing the current status and drawbacks of the K-Police wave, has sought a new topic of public diplomacy, `K-Police public diplomacy` which the public diplomacy is applied as a measure of public recognition and favorable responses from the foreign governments. The study first looked at the meaning of security in Korean society, analyzed whether Korean security could be included in the domain of public diplomacy. It emphasized the necessity of paradigm shift to `K-Police public diplomacy`, which is able to generate mutual sympathy due to public diplomatic considerations and data, rather than using unilateral Approach of introduction that is utilized in `Korean wave`
