2000년대 중반 이후 교직 교육과정 운영의 불안정성이 심화되고 있다. 이 연구는 교직 교육과정 구조와 내용 변화 과정을 분석하고 그 변화의 함의를 추출하는 데 목적이 있다. 최근 교직 교육과정 변경의 결정 주체는 이전과 달라지고 있다. 즉, 종래에는 교육 연구자들이나 학교 현장의 관계자들이 교육과정의 변화를 주도하였던데 비하여, 근래에는 관료와 정치인들이 주도하는 변화가 활발해지고 있다. 또, 과거에는 교육학 이론의 변화나 학교 현장의 수요가 교직과목의 변화를 이끌었다면, 최근에는 사회 문제에 대응하기 위한 수단으로 교직 교육과정이 개편되고 있다. 더불어 교원양성 교육과정 변화에 참여하는 집단이 확대되고 있다. 법률을 제정하거나 개정한 후, 교원 양성 교육과정의 변화를 강제하는 방식의 개입 또한 확대되고 있다. 향후에도 이와 같은 변화가 계속된다면, 교직과목의 안정성은 매우 취약해지고 교육과정의 구조에 대한 심각한 회의가 제기될 가능성이 있다. 이익집단들의 힘은 날로커지고 있으며, 이들이 자신의 요구를 교원 양성 교육과정을 개편하는 방식으로 달성하고자 하는 가능성 역시 증가하고 있다. 향후 교원교육의 수준을 한 단계 높이고자 할 때, ‘교직’ 영역을 어떤 구조와 내용으로 구성하여야 할 것인지에 대해 본격적인 논의를 시작할 때이다.
Recently, the teacher education curriculum for elementary school teacher certificate have changed a lot in Korea. In 2007, 「Non-teaching Affairs of Teachers」and「Understanding of Children in Special Needs」became compulsory for teacher certificate. In 2012,「Prevention and Handling of School Violence」was also required for pre-service teacher education. Very soon, all the pre-service teachers have to take 「Character Education」. This study develops into the following research questions. Who has made changes in elementary school teacher education curriculum in Korea?; What makes these changes possible?; What are the implications of these changes and changing processes? This study unveils new agents of curriculum changes. Bureaucrats revise the curriculum of teacher education in order to obtain more supports from citizens whenever they face new and severe social and educational problems. Politicians demand bureaucrats to revise regulations regarding teacher education when they feel that government has to do something new in response to existing and imminent social issues. Interest groups also compel politicians to establish the law they want to make. In some cases, the law includes clauses regarding revising the teacher education curriculum. Recent changes in teacher education curriculum show that the changes are used as political and administrative tactics in order to obtain political supports as well as to get more interests. If these changes are continued, the coherences of teacher education curriculum must be deteriorated
