The purpose of this study is to develop various policy alternatives and to propose a highly realistic policy by examining and analyzing them, on the premises of the security of the right for learning and the academic promotion duty of university athletics. Research results show that unlike business teams or professional teams, for the operation of university athletic department, it is necessary to contribute to whole-person education by maximizing the educational value since it is operated at an educational institution. Detailed policy plan includes the improvement of the university student athlete system to reflect a high school GPA or SAT scores, and also the standardization and refinement of the entrance examination screening process to prevent an admission scandal and thus to guarantee a fair competition. In addition, the minimum requirement system of academic ability for graduation should be partially introduced until 2017 to be fully introduced until 2018. Further discussion will be essential to determine the academic year of its first application and the penalties below the minimum required GPA. Finally, in order to improve the academic abilities of college athletes, we need to run a mentoring system for the athletes who unsatisfied the minimum required GPA, and also to develop and provide a standard training program for university student athletes.
