이 연구는 도시 빈민촌으로 가장 널리 알려져 있는 강남구 구룡마을의 형성과 생활, 변화의 과정을 구술생애사를 통해서 접근하여, 빈민촌 공동체가 형성되는 방식과 공유하는 가치에 대해서 고찰한 것이다. 구룡마을은 국가의 주택정책에서 배제당한 도시 저소득층이 빈 공간에 새로운 거주촌을 형성해 만들어 냈다는 점에서 국가의 주택정책 이면에 펼쳐진 ‘빈곤의 사회적 영역’을 상징적으로 나타내고 있다. 특히 이러한 무허가 거주촌에서 산다는 것 때문에 이들은 삶의 공간과 행정적 절차를 인정받지 못하는 존재로 살아가야 했으며, 이러한 문제는 더 나아가 교육이나 복지, 공적서비스 등의 실제적인 생활문제와 직결되어 왔다. 특히 구룡마을의 주민들은 화재에 대한 상시적인 두려움을 안고 살아가고 있으며, 그 속에서 화재의 피해를 대처하는 데 있어 이들의 ‘위험 공동체’가 작동하고 있음을 발견하였다. 또한 이들은 국가행정에서 인정을 받지 못하는 동시에 주변의 경제적 상류층에게도 배제당하고 있다. 더욱이 이러한 외부의 압력은 구룡마을 내부에서 개발을 촉구하는 요인으로 작동했으며, 구룡마을은 민영개발을 주장하는 측과 공영개발을 주장하는 측이 나뉘어져서 장기간의 갈등을 겪어왔다. 이러한 갈등은 표면적으로는 이해관계에 따른 것으로 보이지만, 사실 이들은 또다시 쫓겨나지 않고 살아갈 수 있는 ‘거주에 대한 권리’를 공유하고 있음을 알 수 있었다. 최근에는 서울시의 마을공동체 정책에 따른 대표적인 개발모델로 기대를 받게 되었으며, 이러한 변화 속에서 이들이 삶의 장소와 삶의 방식이 어떠한 의미를 지니는지 찾아보고자 한다.

This article analyzes ‘condition of poverty’ and ‘right to the residence’ in representative urban poor village, Guryong-maeul in Gangnam-gu, Seoul. This village had formed at shadow of housing policy of government in 1980`s, it can call ‘social sphere of poverty’. As this habitation was illegal, this squatter could not be recognized to administrative procedure. Especially they have been at particular risk fire, their community has ‘danger community’ to prepare fire disaster. And these people have been excluded in double, from local government and neighbor rich village. As These exclusion affect collective action to development in the vilage. In this process, it occur confliction between private and public development opinion. But actually both of them share and resist “right to the residence” in their place, Guryong-maeul. Recently, Whereas, this village is expected for model of urban community regeneration policy of the Seoul metropolitan government. In Conclusion, Guryong-mauel reveal reality of ‘condition of poverty’ and ‘right to the residence’ of urban poor village in Korea.
