Ji(畿) is area under direct supervision of central government with explicit territory boarder during the king of Western Chou. According to literature, noble members such as viscount(子爵) and baron(男爵) govern Ji. Outside of Ji is called weifu(外服) and assigned to nominated feudal lords for administration. However, in the Spring and Autumn period, xian(縣) has been established regardless of territory boarder and under direct control of the central government. In the era of the Warring state period, Jun(郡) rules several xian. At the boarder of Jun, xian, gateway has been constructed. In addition, lord of each country called themselves a king. Feudal lords are nominated in each jun, xian, which are under direct control of each country. Up to date, it is not clear that feudal lords have different ranks. But in the Han dynasty, capital(京師), under direct control of the King, are differently classified from jun, xian in rural area. liehou(列侯) and guanneihou(關內侯) are granted the feudal relationship with the lord. liehou and guanneihou are not discriminated by territory boarder, unlike from viscount and baron in ji and feudal lord in weifu. The difference is that liehou has sovereign power to granted possession of the land, while guanneihou has limited right of imposing duties to the land.
