본 논문의 목적은 민선 5기 광역 및 기초 단체장의 매니페스토를 평가하고, 단체장의 매니페스토 점수에 영향을 미치는 요인이 무엇인지 그리고 단체장의 매니페스토 점수 가 그들의 득표율에 어떤 영향을 주는지를 경험적으로 분석하는 데 있다. 민선 5기 단 체장들의 매니페스토 중 가장 많은 비중을 차지한 분야는 경제였으며, 가장 많이 제시 된 매니페스토 추진 방법은 건설/조성/유치였다. 특히 기초 및 광역 단체장의 매니페스 토는 공통적으로 공약 내용의 명확성 부분에서 가장 높은 점수를 나타낸 반면 취약한 부분에서는 차이를 보였다. 광역 단체장의 경우는 이행 기한 명시부분이, 기초 단체장 의 경우는 예산확보 명시부분이 가장 취약한 부분으로 나타났다. 한편 지방단체장의 매 니페스토 점수가 어떤 요인에 의해 영향을 받는지를 다중회귀 분석한 결과 단체장의 정 당이 여당인지 야당인지 여부와 단체장이 광역인지 기초인지 여부가 단체장의 매니페 스토 점수에 영향을 주는 것으로 나타났다. 또한 매니페스토 점수가 높은 지방자치단체 장일수록 그들이 선거에서 유권자로부터 받는 득표율이 증가하는 것으로 나타났다.

The purpose of this study is to evaluate the Manifestoes of local government leaders and examine the impact of Manifesto evaluation scores of local government leaders on 2010 local election outcomes. In additions, the research examines what factors determine Manifesto evaluation scores of local government leaders. The evaluation on Manifestoes of local government leaders shows that the most popular issue is economy in the Manifesto, as expected. The way of becoming polices from campaign pledges they suggested the most is construction and creation. Local government leaders get the highest Manifesto scores on making their manifesto more specifically. However, they get the lowest scores at specifying when they exactly complete policies as they promised and how they make the money for the polices. The results of regression show that parties and positions in local governments leaders significantly influence the Manifesto evaluation scores of local government leaders. The empirical analyses also show that there is a positive relationship between the Manifesto evaluation scores of local government leaders and 2010 election outcomes.
